If you must shave, try soaking in a warm bath for a while before hand, invest in a really good razor and use with a shave cream for sensitive skin. Maybe use a calming or soothing lotion after shaving. You need to exfoliate regularly for ingrown hairs. Waxing will increase your ingrown hair problem. Maybe consider pulsed light hair removal, works really well and after 5 years mine hasn't come back.
