I know why people get ingrown hairs (skin forms over the pore and hair is not able to push through) but I am wondering why, if I shave my face, my skin is perfectly clear, and I will even grow a bit of scruff with no issue, then just shave again. However, when I shave my chest, I start to get ingrown hairs within a week. Why the difference?

It is different skin on your face. Also the hairs on your face are free and constantly exposed to the air whereas the hairs on your chest are under clothes... getiing all sweaty and not able to grow the same!
